<p>PROBLEM TO BE SOLVED: To reduce congestion/overload at the time of simultaneous starting after power cut is restored. SOLUTION: A restarting timer value generation part 3 generating a timer value for restarting by using identification numbers(ID) allocated to individual network elements is installed. Even if a power cut occurs in a network and afterward power is simultaneously supplied to the respective network elements, the elements are sequentially started by using a restarting timer value generated from ID. An immediate starting key 7 is provided for the network element by considering immediate starting at a field. In order to make possible immediate starting from a monitoring device which is remotely installed is possible, an immediate starting indication input part 6 receiving the input is installed.</p> |
