PROBLEM TO BE SOLVED: To remove an organic contaminant or a suspended material in water to be treated by treating the water to be treated with a pre-stage treatment comprising primarily a biological treatment, performing sludge treatment by charging ozone to sludge generated in the pre-stage treatment and returning the supernatant to a part, where the water to be treated flows. SOLUTION: The water 1 to be treated is biologically treated in a biologically treating process 2 to remove biologically removable organic material or the like and the biologically treated sludge 6 generated in the biologically treating process 2 is sent to the sludge decomposition process 11 to decompose and remove the incretion disturbing material or carcinogen in the sludge and to reduce the volume. Similarly flocculation settling treated sludge 7 from a flocculation settling process 3 is sent to the sludge decomposition process 11 to decompose and remove the in endocrine disruptor or carcinogens in the sludge and to reduce the volume. The mixed sludge of the biologically treated sludge 6 with the flocculation settling treated sludge 7 is oxidation decomposed by adding hydrogen peroxide 13 and charging ozone gas in the sludge decomposition process 11 and the supernatant 8 is returned to the water 1 to be treated.
