PROBLEM TO BE SOLVED: To provide a packet header converting device capable of executing high speed tunnel communication. SOLUTION: Packets received from a terminal and a network are inputted to an IP router 3 by way of the packet header converting device 1. When a reception packet is an IP packet to be transmitted by tunnel communication to an accounting processor 4, the device 1 converts it into a tunnel IP packet and gives it to the IP router. When the reception packet is the tunnel IP packet, the device converts it into the original IP packet and gives it to the IP router. The accounting information extracted from an IP header is transferred to the processor 4. Thus, tunnel communication is executed at high speed and a network accounting processing is centrally controlled without disturbing a routing function in the IP router so that the delay of packet transfer in the IP router is avoided.
