PROBLEM TO BE SOLVED: To obtain a variable resistance for high voltage capable of being further miniaturized. SOLUTION: A high resistance pattern is formed on a printed wiring board 24. When operation axes 22a and 22b rotate, contact sliders 23a and 23b slide on the high resistance pattern. A hole 25c is formed in the printed wiring board 24. Cylinders 9a and 9b made of insulator are inserted into the hole 25c to pass through the printed wiring board 24. The contact sliders 23a and 23b (or conductors electrically connected to the sliders) are drawn out by inserting them into the cylinders 9a and 9b.
