摘要 <p>PROBLEM TO BE SOLVED: To minimize a transmission delay due to re-transmission and to facilitate the transportation and installation of the title transmitter-receiver without increasing a scale of signal processing and a scale of the transmitter-receiver. SOLUTION: When detecting collision between a transmission packet signal Sb via an access control section 5a and a transmission packet signal Sd via an access control section 5b, a transmission data collision detection section 7 informs the access control section 5b of occurrence of collision by means of a collision detection signal 8. The access control section 5b delays a transmission timing of the transmission packet signal Sd and re-transmits the delayed signal without awaiting a delivery acknowledgement signal from a ground center station.</p>
