<p>PROBLEM TO BE SOLVED: To perform proper ending processing at all the time by detecting a state such as the degradation of a charging battery when turning on a power source by detecting and storing the dischargeable current value of the charging battery with a current detecting part and detecting the state of the charging battery on the basis of the current value with a state detecting part. SOLUTION: When an external power supply start signal 26b is received, a discharged current detecting and storing means 28 outputs a charging power control signal 28a for controlling power V4 to be supplied from a charging device 24 to a battery pack 25 and discharges the power of the charging battery in the battery pack 25 on the basis of the output of this charging power control signal. A discharged current value in this case is detected and data corresponding to the detected discharged current value are stored together. A battery state display means 29 displays two colors of green in the usable state of the charging battery and red in the unusable state, for example, on an LED or the like on the basis of the stored discharged current value.
