PROBLEM TO BE SOLVED: To self-diagnose a speech function of an onboard telephone. SOLUTION: The diagnostic device self-diagnoses an onboard telephone 1 connected to onboard devices 3, 4 via an adaptor unit 2 for an onboard telephone, and diagnoses the onboard telephone 1 through the reception propriety of a busy signal from the onboard telephone 1 that transmits a signal to its own station. Thus, the speech function of the onboard telephone can simply be self-diagnosed without the need for a speech charge, and the operation of a vehicle without aware of out of order of an vehicle emergency report system for the vehicle due to a fault of the onboard telephone is prevented.
