PROBLEM TO BE SOLVED: To prevent a facilities DB from being updated in the middle of restoring to a state before update, maintenance and a test, to prevent a DB which is found abnormal by the test result from being written in a facilities DB for on-line and causing the update of the facilities DB for on-line and to prevent a facilities DB whose test is completed from being erroneously reupdated. SOLUTION: In this distributed monitoring control system provided with main computers A and B including facilities DBs 104 and 204 for on-line, a maintenance computer D including a facilities DB 8 for maintenance of the DBs 104 and 204 and a test computer C which fetches the DB 8 to a facilities DB 304 for on-line and performs a simulation test of the DB 8, a facilities data state table 10 which stores the transient states of the DBs 104 and 204 of the computers A and B and the normal/abnormal states of the computers A and B when the facilities DBs are switched over is provided commonly, and the computers A and B are provided with facilities DB switching means 103 and 203 that discriminate the approval/rejection of the update switching of the DBs 104 and 204 using the DB 8 on the basis of a facilities data state held in the table 10.
