PROBLEM TO BE SOLVED: To make preventable a record of exchange history from being omitted and to improve the reliability of hardware information. SOLUTION: When a power supply control part 21 starts the power supply rise of body HW 1, a constitutional parts information checking function part 23 checks comparison between the constitutional parts 11 of the body HW 1 and a constitutional information table of an HW constitution management part 22 in a maintenance console 2, and when there is a difference between both the parts 11 and table, the difference is stored and recorded in a exchange history management function part 26 and then a diagnostic part 28 diagnoses the constitutional parts of the difference of the body HW 1. When there is abnormality as the result of diagnosis, constitutional parts diagnosed as the existence of abnormality out of the constitutional parts 11 of the body HW 1 are exchanged. When the constitutional parts 11 are normal as the result of diagnosis, the exchange history 11 are transmitted to a master management system and recorded in the constitutional information table of the management part 22. After confirming the normality of the HW constitutional information, a system control part 32 starts an operation system(OS) 13.
