PROBLEM TO BE SOLVED: To prevent a vehicle body from being unstable due to the excess rearward rotation of the backrest part of a seat during the traveling of a vehicle. SOLUTION: By providing a reclining controlling means 8 for preventing a backrest part 2 from being inclined in such a way that the angle of inclinationθof the backrest part 2 to a seat part 1 may not exceed a reference angle during the traveling of a vehicle, the backrest part 2 is constituted in such a way as not to be rotated rearward too much. The backrest part 2 can be rotated over an overall reclinable range during the halting of the vehicle, and a travel motor halting means 7 is provided for preventing the vehicle from starting to travel when the backrest part 2 is inclined beyond the reference angel during the halting of the vehicle.
