A method, apparatus, and system of steering a light beam having a arbitra ry polarization into a specified location by a series of optical elements whose synchronous operation in determining the amount of deflection is insensitive to the ligh t beam's polarization, in which the polarization-insensitive beam-steering device including at least one component which is an electrooptic component. The device deflects a light be am propagating through the device in an amount proportional to a voltage applied to the device.
