SOLUTION: This system is provided with a server wallet operating facility 86 which can centrally operate and manage a plurality of wallets between customers 81 performing commercial transactions on a communication network and paying facilities 83 paying the commercial transactions, and a customer accesses the operating facility to optionally select a paying facility available to the customer within the range among a plurality of paying facilities whose commissions are given to the operating facility and performs commercial transaction payment by a wallet commissioned to do management by the customer in such a manner that the operating facility is commissioned to perform wallet operation and management, and commercial transaction payment by the plurality of paying facilities and also that the operating facility is commissioned to perform wallet management by the plurality of customers.
