<p>PROBLEM TO BE SOLVED: To provide an image encoding device at a comparatively low cost and an image coding method, while enhancing the image coding processing speed in an image encoding processing. SOLUTION: This image encoding device, having a hardware encoder 9 and a coding processing by a software program, places priority to objects which take long time for the coding processing and uses the hardware encoder 9, whose coding processing speed is faster, to apply coding a processing to the objects with higher priority. When the hardware encoder 9 is busy processing, the software coding is applied to objects with lower priority. Since parallel coding can be executed in this way, the total processing time for the entire encoding processing can be reduced.</p> |
