PURPOSE: To form an fine annular protrusion on the surface of a neutron lens member, such as glassy carbon, with high precision and excellent surface coarseness. CONSTITUTION: This device comprises a rotary table 2 to hold a plate-form neutron lens member 1 and rotate centering around a rotary axis Z orthogonal to the surface of the member, a disc-form metal bond grinding wheel 3 having one of a plurality of taper surfaces situated at an outer peripheral part, a grinding wheel drive device 4 to rotationally drive a magnet around its axis A and move the grinding wheel relatively with the rotary table, an electrode 5 having a surface approaching one or a plurality of the surfaces of the grinding wheel, a voltage applying device 6 to apply a voltage for electrolysis on a space between the grinding wheel and the electrode, and a grinding liquid feeding device 8 to feed conductive grinding liquid to a space between the grinding wheel and the electrode. The angle of one or a plurality of taper surfaces is formed more in an acute state than the angle of a V-shaped groove formed in the surface of the neutron lens member. A grinding wheel drive device 4 is positioned in a state that the axis of the grinding wheel is inclined based on the rotary axis of the neutral lens member, and an inclination angle in the position is slightly oscillated.
