<p>PROBLEM TO BE SOLVED: To provide a passive safety device capable of protecting a crew by controlling an air bag, an air belt and a pretensioner in accordance with the collision scale and the configuration of a vehicle. SOLUTION: When a collision scale is very small, only a shoulder belt 12 is expanded, and when the collision scale is small, the shoulder belt 12 and a wrapped belt 13 are expanded. When the collision scale is medium, a pretensioner 24 is actuated and even an air bag 36a is expanded.
