PROBLEM TO BE SOLVED: To obtain a construction method, by which conventional defects are eliminated and which can be executed simply because labor hours are required owing to painting finishing by a plasterer trowel of a skilled worker and there is a defect in which skill is required particularly in a conventional stair manufacturing method. SOLUTION: A process in which a large number of L-shaped sectional surface external facing boards for constituting the outdoor stair composed of flat treads 1 and vertical stepping-in surfaces 2 in which a plurality of receiving pawls 5 are projected from upper edges at required intervals are used, the applying pieces of mortar 7 are executed at the L-shaped left-right corners of concrete foundation surfaces as the stair or height adjusting tools 40 are pushed against on mortar lumps fed to placing-concrete foundation planes B' by placing the treads of the surface external facing boars A at the next stages in place of the applying pieces, the protruded mortar lumps are leveled by the applying pieces or the height adjusting tools and the receiving pawls, mortar is pushed into openings among the vertical stepping-in surfaces and base concrete, and the whole is fixed is executed successively towards upper stages.
