PROBLEM TO BE SOLVED: To grasp the using state of a book with proper frequency or periodically when a portable information terminal is charged and also to perform the satisfactory using accounting of the book with no special operation required. SOLUTION: When a user of a portable information terminal 100 sets this terminal to a terminal charger 200, a chargeable cell 14 of the terminal 100 is charged using a charging part 22 of the charger 200. At the same time, a terminal transmission/reception part 16 reads the inherent identification information 10A and the using information 10B on the digital information 12A out of a memory 10 of the terminal 100. These information 12A and 10B are transmitted to a using information management center 300 through center transmission/reception part 20. The center 300 grasps the using state of a book 12A according to the information 10B and charges the rental of the book 12A to its user according to the information 10A.
