PROBLEM TO BE SOLVED: To provide an element and a display device which can develop window type scatter characteristics with small azimuth dependency by improving a reflecting plate and then can actualize light display over a wide field angle range and actualize paper white display free of metallicity. SOLUTION: The reflecting plate which has a reflecting film formed on its uneven surface is composed of a curved surface which is convex or concave so that the unevenness has the peak and a peripheral part having a valley or ridge surrounding the curved surface across the inflection point of the curved surface; and the inflection point shifts from the center of the peak and valley toward the valley side when the curved surface is convex or to the ridge side when concave.
