PROBLEM TO BE SOLVED: To provide a network management method for measuring traffic load for realizing higher efficiency in the operation of a network. In a method for calculating charging income, the reduction of a charging amount is requested to lost band width since a network service provider having a contract necessary condition on transported load does not follow a contract.
