PROBLEM TO BE SOLVED: To obtain the subject dandruff-removing cosmetic composition based on a pyridinethione salt and capable of giving the hair wiriness. SOLUTION: This dandruff-removing composition for treating the hair and scalp is obtained by including, in a cosmetologically acceptable medium, at least one kind of pyridinethione salt, one kind of insoluble conditioner and at least one kind of terpolymer; wherein the terpolymer is made from (a) a monomer selected from 1-6C alkyl (meth)acrylates, (b) a monomer selected from heterocyclic vinyl compounds each containing at least one nitrogen or sulfur atom, (meth)acrylamide, etc., and (c) a monomer selected from urethanes produced by reaction between monoethylenically unsaturated isocyanates and nonionic surfactants or the like.
