PROBLEM TO BE SOLVED: To provide a dispersant composition showing good effect in dispersing coal ash and to provide a coal ash composition and a hydraulicity material composition which are good in workability, using the dispersion composition. SOLUTION: The dispersant composition for coal ash is consisting of 10-95 wt.% of polyoxyalkylene derivatives containing nitrogen and 95-5 wt.% of polycarboxylic acid system compound, as shown by formula (1).
