PROBLEM TO BE SOLVED: To provide a combination of stairs components available for temporary stairs during construction of a building and then used for constituting permanent stairs (stairs in completion of the building). SOLUTION: During construction of the building, risers 9, 18 and decorative treads 11, 20 are not constructed. Then, in a predetermined time before completion of the building, the risers 9, 18 and the decorative treads 11, 20 are constructed.
