PROBLEM TO BE SOLVED: To provide a coating material resin composition having excellent and balanced various performances such as storage stability, adhesion, chemical resistance, and weatherability of a coating material, and the coating material. SOLUTION: The coating material resin composition comprises (C) 100 pts.wt. coating material resin obtained by polymerizing (B) a radical-polymerizable unsaturated monomer in the presence of (A) a chlorinated polypropylene resin having a chlorine content of 20-40%, and (D) 0.2-40 pts.wt. silane compound having a reactive silicon atom which is preferably a compound having a glycidyl group and an alkoxysilane group or a silanol group in the molecule.
