PROBLEM TO BE SOLVED: To provide an underwater coating composition which can form a coating film capable of preventing of aquatic organisms such as barnacles, shells, or seaweed for a long time on a ship bottom or on the surface of an underwater construction constructed at a shallow level in water; and a method for obtaining an underwater coating film and an underwater coated member both prepared by using the composition. SOLUTION: A coating film 3 comprising an antifouling material layer 3a and an adhesive layer 3b is formed from a coating composition M which comprises an antifouling material M1 comprising a mixture of titanium oxide M1a and copper M1b and an adhesive M2 comprising a silicone adhesive. Since the antifouling material layer 3a covers the adhesive layer 3b and the antifouling material M1 at the surface section is not enclosed by the adhesive M2, high antifouling properties can be achieved. Since the coating film 3 is formed without mixing the adhesive M2 with the antifouling material M1, the coating film is hardly degraded and can prevent the deposition of aquatic organisms for a long time.
