PROBLEM TO BE SOLVED: To provide the subject composition capable of easily and inexpensively preparing hair treatment preparations including hair conditioners, waving preparations, finishers, deodorant rinsing liquids and interim treatment preparations for perming use, and to provide hair treatment preparations excellent in feeling when applied such as hair touch, light oily feeling, dampishness, softness, slipperiness and combing smoothness, and also in such characteristics as conditioningness (hair handleability), treatment effect sustainability, humectancy, slight ammonia odor in the case of waving preparations, wave formability with unevenness and firmness, deodorizability (offensive odor removability in waving operations) and wave settability. SOLUTION: This composition for formulating hair treatment preparations is characterized by containing alcohol(s), a cationic surfactant and a nonionic surfactant.
