PROBLEM TO BE SOLVED: To realize the preparation and communication of character information due to, e.g. a Morse code, especially in a portable information terminal that can also be used as a portable game device. SOLUTION: A learning mode processing means 302 included in this portable information terminal consists of an input processing means 320 emitting light instruction of an LED 190 in accordance with an code input from a user, a light emitting signal generating means 322 which generates a light emitting signal according to a light emitting signal or a light putting-out signal from the means 320 and outputs the light emitting signal to the LED 190, a character converting means 324 converting code information on the basis of the code input by the user into character information, a character displaying means 338 for displaying the reference character of a learning object, a deciding means 342 deciding whether the character information on the basis of the code information by the operation input of the user fits the reference character and a decision result displaying means 344 for displaying decision results of the means 342 on a displaying part 90.
