A method for producing a release controlling coating composition for a substra te material including the steps of applying a soluble surface treatment materia l to a filler material and then dispersing the filler material throughout a matrix material to produce the coating composition. A controlled release substrate including a substrate material coated with the coating composition and a method for producing the controlled release substrate including the step of coating the substrate material with the coating composition.
