PROBLEM TO BE SOLVED: To provide a manufacture control system wherein production stop due to arrangement for supplying a surface-mounting component is suppressed to minimum, in a surface-mounting process in which the surface-mounting component is mounted on a printed wiring board (Pt plate) for soldering in many-kind/ small-quantity production system. SOLUTION: A fixed set component deciding means is provided wherein a production plan corresponding component list is generated from a CAD information for Pt plate, a production plan for it, and a component information for components to be use, and a fixed set component is decided based on a production plan corresponding board average and a line operation condition. A fixed set component distributing means is provided wherein a fixed set component among the production plan corresponding component list is sequentially set, initially to a mounter capable of collective set and then to a plurality of mounters after no mounter capable of collective set is available, so that the total mounting time with the mounter is averaged.
