PROBLEM TO BE SOLVED: To provide a new fluoroalkyl group-containing phosphonic acid oligomer having an excellent ionic conductance, useful as a nonaqueous surfactant. SOLUTION: This fluoroalkyl group-containing phosphonic acid oligomer is represented by general formula (1) (R1 and R2 are each a (CF2)m1Y or a CF (CF3)-[OCF2CF(CF3)]m2-OC3F7; Y is hydrogen atom, fluorine atom or chlorine atom; m1 is an integer of 1-10; m2 is an integer of 0-10; R3 is hydrogen atom or methyl group; B is an alkylene group; n is an integer of 1-1,000).
