PROBLEM TO BE SOLVED: To solve such a problem that, when a partial screen display mode is realized, since it is needed to perform a refreshing operation even with respect a non-display area and even when a display device is in a standby mode, it is necessary to make a driver circuit fully operate always, power is more required in driving the circuit by an amount equivalent to the power needed for fully operating the circuit. SOLUTION: In a liquid crystal display device having the partial screen display mode, at first, at the beginning of a video-non-display period, a latch control circuit 17 stores color data, (for example, white data or black data) equivalent to one line in latch circuits 121, 131 and, thereafter, it stops data writing operations to the latch circuits 121, 131 in the roughly entire period of a video-non-display period by repeatingly reading out these color data in one H cycle until the pertinent display period is completed and by outputting them to respective column lines of a display area 11.
