PURPOSE: Valve structure of a shock absorber is provided to generate damping force at a low speed by installing a circular safety plate without forming an oil groove and to improve riding feeling. CONSTITUTION: Valve structure in a shock absorber comprises a piston(13) having an opening unit to control movement of oil filled in the sock absorber; plural disks(161) mounted on lower side of the piston; damping force controlling unit(160) controlling the damping force by stacking a second retainer(162); a disk shaped safety plate(220) mounted on a lower face of the piston; and a first retainer(230) piled between the disk and the disk shaped safety plate to improve stiffener of the disk shaped safety plate. The disk shaped safety plate is formed as a flat disk shape to have the damping force during the lower speed traveling period.
