PROBLEM TO BE SOLVED: To solve a problem that wire is difficult to be stably wound by a simple constitution. SOLUTION: A wire 1 is fed at prescribed speed by a capstan 3, a winding frame 8 is rotated by a motor 9 and the wire 1 is wound on the winding frame 8. This device is provided with a tension detecting device 7 used in common with a dancer. Winding speed by the motor 9 is determined by using winding start speed Fs, winding end speed Fe, winding target required time Te, elapsed time t, a tension correction speed command C and a winding constant D.
