PROBLEM TO BE SOLVED: To process and distribute images for a client whose accessible range is limited within the imaging region of a camera which can image a wider region than the imaging angle so as not to be able to clearly view the image of outside of the accessible region. SOLUTION: A camera server (2) which can distribute images obtained by a camera (1) has a memory part (18) which holds region information on a first region distributing images with a first image quality and on a second region distributing images with a second image quality lower than the first one, an image compressing part (16) which judges if the images from the camera includes the images of second region, which in case of excluding the images, processes to have the first image quality, and which in, case of including the images, processes to have the second image quality and additionally processes the first region images to have the first image quality, and a transmission controller (14) which distributes the processed images.
