PROBLEM TO BE SOLVED: To accelerate an image recognition to solve the malfunction by an external noise or the flicker of a fluorescent lamp lighting. SOLUTION: The image from a camera 1 is A/D converted in an image processing part 2 and sampled to determine the average of images of three frames, which is then divided into a plurality of blocks of a prescribed pixel number×a prescribed line number. The average value of the image level of each block is calculated, the difference with the reference value of a reference image read from a memory part 4 is calculated, and the difference is binarized and projected. The binary projection data is inputted to a judgment processing part 5 through a control part 7 to judge the presence of an abnormality on the basis of the binary distribution state. When the abnormality is judged, a signal showing the presence of the abnormality is outputted from the control part 7. The image processing part performs the image processing of the following three frames in parallel to this judgment processing. Since the average of three frames is determined in the image processing part, the external noise, flicker or the like is averaged to reduce the level, and cancelled by the differential calculation or binarization, so that no malfunction is caused.
