PURPOSE: An initialization method of an SSHP(Signaling System Handling Processor) within an ASS(Access Switching Subsystem) and an ASS-T(Access Switching Subsystem-T) is provided to distribute No. 7 signal message processing functions to the ASS-T without restricting the functions on an ASS-7, to flexibly increase and decrease No. 7 signal links according to capacity increases, so as to reduce a cost and efficiently manage a network. CONSTITUTION: A No. 7 manager of an SMP(Signaling Main Processor) announces that the SMP is initialized to an ASS-T(S1). A local SSHP manager of the ASS-T collects states of SSHPs mounted on the ASS-T(S2). The local SSHP manager collects states of SSHPs responding to a self call, and informs the No. 7 manager of the collected information(S3). The No. 7 manager generates a self management map table by the collected information of the SSHPs(S4). The No. 7 manager requests each ASS-T to initialize self SSHPs(S5). The local SSHP manager receiving an SSHP initialization request of a self rack transmits an initialization message necessary for a No. 7 message routing to a lower SSHP(S6). The local SSHP manager arranges a final map of an SSHP responding to the initialization request, and reports the final map to the No. 7 manager(S7). The No. 7 manager receives the final SSHP map table to complete an entire initialization, and makes out a final SSHP map table(S8). The No. 7 manager transmits the final map table to each No. 7 user and other No. 7 user managing part, to make the No. 7 users and the other No. 7 user managing part perform self processes(S9).
