PROBLEM TO BE SOLVED: To provide a film requiring no special equipment, dispensing with the artifical supply or sprinkling of water and simply obtaining cooling effect. SOLUTION: A moisture permeable layer with an infrared reflectivity of 20% or more having steam permeability is laminated on a moisture absorbing and discharging layer having hysteresis characteristics in steam adsorbing and desorbing properties. The moisture absorbing discharging layer desirably contains (a) a moisture absorbing and discharging polymeric binder of which the coefficient of moisture absorption under a condition of a temperature of 20±2 deg.C and a relative humidity of 45±5% is 10% or more, and (b) a porous powder showing hysteresis characteristics in steam absorbing and desorping properties. The moisture permeable layer is desirably composed of a film of which the infrared reflectivity is 20% or more, and the coefficient of moisture absorption due to JIS Z 0208 is 40 g/m2 24H or more.
