PURPOSE: A mobile communication system of a selective multi casting and an operation method thereof are provide to increase the convenience of a user by enabling the user to receive mobile communication services and Internet services even in service areas of an unregistered system, and by enabling the user to differentially use contents services using a portable terminal. CONSTITUTION: A HA(Home Agent)(40) makes a capsule based on data for communicating with a system network registered in case that a portable terminal(10) is connected to a different system network unregistered. An FA(Foreign Agent)(50) makes visitor lists in case that the unregistered terminal(10) is connected. The FA(50) makes the HA(40) and a virtual tunnel. In addition, the FA(50) transmits relevant data of the terminal(10) to the HA(40). A CN(Correspondent Node) providing unit(60) is connected to the HA(40). In addition, the CN providing unit(60) provides various contents services to the portable terminal(10). An AAA(Authentication, Authorization and Accounting) unit(70) gives a specific number to the portable terminal(10) in case that the specific terminal makes a request for using a relevant contents service. A VS(Virtual Server)(80) processes relevant data for performing a voice communication while the terminal(10) receives the contents service provided from the CN providing unit(60).
