<p>PROBLEM TO BE SOLVED: To provide a detoxifying treatment device of PCB-containing substances allowing PCB to be innocuous while preventing the synthesis of dioxin. SOLUTION: The PCB-containing substance stored in a PCB-containing substance tank 10 and the fuel stored in a fuel tank 9 are individually drawn out to be mixed by a mixing device 8, and they are burned by a burner 7 at the temperature of 1000 deg.C or higher. Thereby, the PCB is heated and decomposed. In this condition, raw materials are charged into a rotary kiln 4 from a raw material compounding and mixing device 3, and they are fired to be a cement clinker. After it is cooled down by a clinker cooler 5, it is mixed and ground with gypsum by a product-grinding device 6 to produce environment-friendly cement. The exhaust gas generated in the rotary kiln 4 is quenched by a cooling tower 12 at the cooling speed of 20 deg.C/second or faster, and thereby the synthesis of dioxin is suppressed.</p> |
