PROBLEM TO BE SOLVED: To prevent rattling noises that may be made between the inner surface of a barrel or the outer surface of a shaft and a torsion spring. SOLUTION: In this vehicle cover winding device, the cylindrical barrel 10 is rotatably supported against the fixed shaft 11 and a cover 16 can be wound and unwound by the barrel 10 and the torsion spring 15 wound on the shaft 11 is disposed inside the barrel 10 and makes contact with the inner wall 10A of the barrel at all times. Even if the spring 15 tends to be deformed into a wavy form inside the barrel 10 when twisted, the portions of the spring 15 and the inner wall 10A of the barrel in contact with each other restrict free deformation of the spring 15 inside the barrel 10. Rattling noises can thus be prevented from occurring between the inner wall 10A of the barrel or the outer wall 11A of the shaft and the torsion spring 15.
