PROBLEM TO BE SOLVED: To manufacture, at a low cost, an optical package member having a shape in which a notch is formed on both sides of the oppositely facing walls of a hollow pipe member with a square cross section. SOLUTION: In the shearing machines 10, 10' in which a die 22 is arranged on the outside of the wall of a hollow square pipe member and in which a punch 32 is arranged on the inside of the wall, the punch 32 is driven in the direction of the arrow X by a press cylinder 15, shearing from the inside to form a notch on the wall of the pipe member.
