PROBLEM TO BE SOLVED: To provide a method which enable efficient prevention of the spread of fires while allowing efficient extinguishing of the fires with a limited discharge of water and a fire extinguishing/spread preventing apparatus used for the method. SOLUTION: In carrying out the extinguishing of fires and the prevention of the spread thereof by discharging water, a highly water-soluble resin is supplied to sites involved simultaneously with or prior to the discharging of water to promote the extinguishing of the fires by wrapping the burning matters and keeping moisture.
