CONSTITUTION:When value of an engine speed control finish flag F is referred to (S104) and an engine speed control processing is not finished with F=0, target engine speed Nd which is target value of engine speed at the time of next processing timing is set (S105), and target suction pipe pressure Pd, pressure correction amount Gp and cylinder suction air correction amount Gcy at the time of the next processing timing are computed (S106, S107, S108. Then, after the current processing timing, by-pass air capacity Gd to be controlled until the next processing timing is computed (S109), and by setting a duty ratio DUTY corresponding to this by-pass air capacity Gd to a drive pulse signal of ISCV, the by-pass air capacity if accurately controlled and the most favourable convergence property is constantly acquired by preventing undershoot and engine stall of the engine speed.
