PROBLEM TO BE SOLVED: To provide a developing solution for developing a photosensitive resin excellent in development accelerating property and less liable to foam, to provide an image forming method capable of stably forming a high definition image and methods for producing a color filter and an active matrix substrate with the color filter by which a high resolution colored image can stably be formed and to provide a high resolution liquid crystal display element at a low cost. SOLUTION: The developing solution for developing a photosensitive resin contains a compound of formula (1) (where R is a >=9C alkyl or an aryl which may have a substituent and R' is H or a 1-3C alkyl) and at least one compound of formula (2) or (3) (where (p) and (q) are each 1-40) in a developing solution containing an amine compound. In the methods for producing a color filter and an active matrix substrate with the color filter, the developing solution is used. The liquid crystal display element uses the active matrix substrate.
