PROBLEM TO BE SOLVED: To provide a flash controller with which emission quantity required for regular emission is secured while performing preliminary emission even in the case of a flash generator with small maximum regular emission quantity. SOLUTION: The flash controller controls a flash emitting part 36 to perform the preliminary emission before the regular emission and is provided with a maximum preliminary emission quantity setting part (30) to set the maximum preliminary emission quantity (Qpre- max) in the case of the preliminary emission with emission quantity less than the maximum emission quantity based on maximum emission quantity information (GNh) regarding the total emission quantity which can be emitted by the flash emitting part 36 and preliminary emission executing parts (30, 35) to make the flash emitting part perform the preliminary emission by setting a ceiling on the maximum preliminary emission quantity. |
