PROBLEM TO BE SOLVED: To apply a brake suited for a necessary brake force, by making assistance an ordinary brake further making a loss of thermal energy reducible. SOLUTION: A wind tunnel 34 is buried in an arm rest 16 of a wheelchair 10, by imparting a load for generation to a rotary blade 40 arranged in the wind tunnel 34 at braking time, a flow of wind is obstructed, by making this obstruction serve as a brake force, the wheelchair 10 can use for its brake concurrently a brake by a wind force with a brake mechanism of an electric motor. A burden of the brake mechanism of the electric motor can be reduced, and early abrasion and capacity deterioration due to friction heat or the like can be suppressed. By assistance of a brake function of this electric motor, thermal energy generated from it can reduce its emission to the atmosphere. Generated power can be utilized for charging a battery 32, and a continuous running distance of the wheelchair 10 can be extended.
