PROBLEM TO BE SOLVED: To provide an expansion suppressor suppressing the expansion taking place when incineration ash or slag containing aluminum, such as garbage incineration ash, RDF ash, garbage incineration ash molten slag and steel mak ing slag, simply without accompanying undesired reaction, and to provide a cement composition having low expansion at the hardening even containing these materials. SOLUTION: This expansion suppressor for cement composition contains salts of alkali metal and alkaline earth metal. This cement composition contains the expansion suppressor and slag and/or ash containing aluminum.
