PURPOSE: A cosmetic composition containing a kelp extract as an essential component and an excipient generally used as an auxiliary agents for cosmetic is provided which has excellent slimming effects. CONSTITUTION: This cosmetic composition contains 30 to 80 parts by weight of a kelp extract and 30 to 80 parts by weight of one or more selected from an auxiliary agent, diluent, preservative, viscosity controller, defoaming agent and cream base material selected from cetanol, stearyl alcohol, mineral oil, white vaseline, polyoxyl stearate, span # 60, twin # 80(polysolvate), methylparaben, propylparaben, sodium pyrosulfate, defoaming agent, glycerin, ethanol, purified water and fragrance and is formulated into a conventional cosmetic type.
