PROBLEM TO BE SOLVED: To provide a fastening device and a packing bag with the fastening device, having excellent sealability of the packing bag, capable of being easily unsealed when putting fingers into the packing bag and unsealing the packing bag. SOLUTION: This fastening device 1 comprises a male member 10 and a female member 20 engaging with each other. At least one of the male member 10 and the female member 20 has a strip-shape base part 11, 21 bonded to a bag inner face using the fastening device 1; a fastening part 12, 22 projectingly formed in the strip-shape base part 11, 21, realizing male-female fastening; and a rib 13, 23 formed in the same face as the fastening part 12, 22, inclined to the fastening part 12, 22 side.
