PROBLEM TO BE SOLVED: To achieve downsizing and cost reduction by solving the complexity of the position regulating mechanism segment of a tension post and the poorness of regulation workability of a tension control mechanism to be used in a magnetic recording and reproducing device. SOLUTION: A band-fixing screw 200 offcentered in the central line between a shaft portion 200b and a threaded portion 200C is passed through an engaging portion 125a at one end 125 of a tension band 19 and the rotational amount of the band-fixing screw 200 is varied, by which the position of the tension post 14 can be easily regulated to the ideal position of a tape traveling system.
