PROBLEM TO BE SOLVED: To provide a steam generation tool which gives a moisture keeping effect and moisture to an applied site, gives a steaming effect and a hot compress effect or a cold compress effect, realizes the promotion of blood circulation and the improvement of metabolism at this applied site, etc., gives the reduction of inflammation, the constricting effect or the tightening up effect of the skin and realizes the efficient percutaneouse administration of supported medical agent, cosmetic, etc., by imparting the steaming effect with steam to a place to be treated. SOLUTION: In the steam generating tool for imparting the steaming effect with steam to the place to be treated, water absorptive fiber objects (except for a matter obtained by turning water absorptive polymer into fibers) are laminated between a film-like or sheet-like moisture permeable base material and coating material.
